What Is It?
JCP’s are not “make work” projects. They bring together local
partners to promote long-term employment development by
linking the needs of unemployed workers with local economic development.
Who Is Eligible?
Unemployed individuals:
· who have established a claim for Employment Insurance (EI)
benefits, or
· whose EI benefit period ended within the last three (3) years,
or
· who have established a claim for EI maternity or parental
benefits within the last five (5) years and are re-entering the labour
force after having left it to care for a newborn or newly adopted child
· other criteria may apply
What Are The Partner Agencies?
Ideas sponsorship of JCP are anticipated to come from local community
partners such as:
· business
· not-for-profit organizations
· public health and educational institutions
· band/tribal councils
· municipal, provincial/territorial governments if specified
in a federal provincial/territorial agreement or Memorandum of
Understanding
The main criteria for JCP is that the work experience provided
to unemployed individuals should lead to long term employment
as well as help to develop the local economy.
All JCP partners are expected to contribute to their project.
This could include contributing to the overhead costs and/or
providing services.
Financial Assistance
Financial assistance is available subject to negotiation and
may include the following:
· non-profit organizations can negotiate overhead costs,
· participants receive an income based on the local prevailing
wage for the occupation,
· the income support is taxable and non-insurable,
· employers are encouraged to provide a supplement in order
to meet the prevailing wage rate,
· personal support costs such as assistance for persons with
disabilities or dependent care, based on established need.
Duration
Proposal that meet the eligibility criteria will be assessed
by a joint committee. Local partners negotiate the duration of the JCP
project with the local Human Resource Centre of Canada. The maximum
term of the project is 52 weeks.
