TICKLE POINT WHARF PROJECT In January a Job Creation Partnership
Project to carry out repairs to the Tickle Point Wharf, Twillingate
was approved. A foreman and six labourers were hired for six weeks.
This project was carried out at the request of the Tickle Point
Wharf Committee.
DEPT. OF FISHERIES & AQUACULTURE REQUEST OFFICE SPACE Also in
January, Nelson Higdon, Regional Director with the Department of
Fisheries and Aquaculture inquired about vacant office space at the
Development Association Building. The two vacant offices were viewed
by Mr. Higdon and local workers, Roy Jenkins and Newman Anstey, and
a quote for rent was provided to the Department. The space was
eventually accepted by the Department and residence was officially
taken up on June 4, 2001.
LONG TERM MAINTENANCE AND LEGAL LIABILITY In February the
Executive held meetings to discuss responsibility for long term
maintenance and legal liability of projects recently undertaken by
the Association. After checking with the Atlantic Canada
Opportunities Agency it was determined that the Pike's Arm
Recreation Committee would be responsible for the Pike's Arm Museum
and Look-out, the Herring Neck Local Service District Committee
would be responsible for Badger's Day Park, and the Island View Ski
Club was responsible for the Top of Twillingate Hiking Trail. These
meetings spurred interest in who is liable and responsible for other
projects carried out by the Association. Since, in most cases,
projects are sponsored on behalf of other groups, it seems obvious
that it is only during the course of the project the Association is
legally liable and responsible to ensure that the objectives of the
project are carried out. Later on in the year several members of the
Association attended an evening workshop of legal liabilities of
Boards of Directors. A more in depth workshop is planned for
2002.
NOTRE DAME CRUISE GUIDE COMMITTEE At the March Board of
Directors Meeting the Notre Dame Cruise Guide Committee was invited
to give a presentation. Captain Peter Watkins and Danny Hoffe of the
Committee attended the meeting. Their presentation advised of the
Committee's long term plans and the importance to have input from
all communities with sheltered harbours.
