Background Information
The Twillingate, New World Island, Change Islands Development Association was
formed in 1969 and incorporated in 1974. In 1999 the Newfoundland and Labrador Rural
Development Council and all the Rural Development Associations in the Province celebrated
their 30th Anniversary. At one time there were 59 Rural Development Associations
and today there are 55 who still remain active in their areas.
The Association has, and will, depend on its volunteer members to ensure the
survival of the organization. The Association will grow as membership grows. In keeping
with this, all residents of Twillingate, New World Island and Change Islands over the age
of eighteen are eligible for membership. Any such person may become a member by completing
a Membership Form and by paying to the Association the prescribed, annual membership fee.
Each local municipal government in the region is also asked to appoint two representatives to the
Board of Directors. This will insure that the interests and concerns of each town and commununity
in the Tri-Island area are represented. These representatives must also complete and sign a
Membership Form and pay the annual membership fee. The success of the Association
depends on the membership and Board of Directors working together for the betterment of the entire region.
The Board of Directors meet once a month, providing there is a quorum of at least
10 directors, to discuss the issues of the day. The Executive, members and directors who are
elected annually, is responsible for the general business and financial affairs of the Association.

The Development Association's organizational structure
As with any organization the Twillingate, New World Island, Change Islands Development
Association is governed by a set of rules and regulations. These guidelines have been documented
in the Association's Constitution, which was re-visited and re-written in 1997.
As always the Association by the efforts of the Executive, Board and employees
endeavours to meet the goals set in it's constitution. The objectives of the Twillingate,
New World Island, Change Islands Development Association are:
- To assist people in helping themselves
- To help local residents work together for economic and social programs
- To evaluate area for economic development, and
- To deliver programs and services based on equity in participation.
