| Despite
the creation of projects in the area the unemployment rate is still
very high. More development of the area is needed. Project ideas should

| Project Submissions
|
| The
president is authorized, on behalf of the
board, to consider various ideas and concepts for project submission.
However, before projects are submitted for funding or approval, the president
must receive prior approval of the executive. If sufficient time allows
before project deadlines, the projects should be approved at a regular
board meeting.

| Project Application Signing Authority
|
| Project
application signing authority shall consist of any two board members,
both of which should be members of the executive whenever possible.

| Project Contract Signing Authority
|
| Once
proposals have been approved by appropriate government departments and
official contracts are drafted for signature, the president will ensure
two(2) members, one of whom must be the treasurer, of the executive will sign on behalf of the board of
directors.

| Contact Person
|
| The
board authorizes the president to be the contact person for administration
purposes. Any required documentation on the initial project application
is the responsibility of the development officer.
